David will summarize and discuss the implications of the emerging new system of coordinated hemp regulation in the United States. The new system is prompted by recent and dramatic changes in federal law legalizing hemp and establishing a new federal regulatory regime, which is designed to work in conjunction with federally approved and supported State Plans. David will begin with a  brief sketch of the history of Cannabis reform in the United States and its basis in constitutional principles of federalism. He will show how those same constitutional principles will figure prominently in the emerging system of coordinated hemp regulation nationwide.
